Gardner is accused of opening fire on two people in the 3300 block of West Maypole Avenue on May 25.
Feazell, of the 1400 block of South 10th Street in Maywood, was shot six times and died at the scene, authorities said. Prosecutors said Feazell was shooting dice when he was killed.
A 17-year-old boy was also shot in both legs and his hand, police said. He was initially taken in serious condition to Mount Sinai Hospital and survived the attack.
Gardner was identified as the alleged shooter after a DNA match from two articles of clothing found at the scene, according to prosecutors, who said a security guard and three Chicago Police officers also identified him.
The three officers heard the shots and began chasing Gardner, authorities said. One officer opened fire, but missed.
Officers from the police Fugitive Apprehension Unit captured Gardner in Madison, Wis.
Gardner, 31, of the 4700 block of South Vincennes Avenue, was charged with murder, attempted murder and three counts of aggravated assault to a peace officer with a weapon, police said. He was also wanted on a warrant.
Gardner has five prior criminal convictions, prosecutors said.
On Saturday, Judge Donald Panarese ordered Gardner held on $2.5 million bond and issued a next court date of Oct. 14.
